The No Conscription Fellowship (NCF) was founded in November 1914 after Fenner Brockway, editor of the anti-war paper Labour Leader, began an movement for those opposed to compulsory military service. Clifford Allen quickly became prominent as an organiser and leader of the NCF. Initially, the NCF comprised 300 members but it became more prominent especially after conscription was introduced in 1916.

The Union of Democratic Control (UDC) was founded in September 1914. Its objectives included working for a moderate peace settlement to the First World War and ensuring the parliamentary control of foreign policy. The UDC reached its maximum membership of 10,000 in late 1917. Its publicity machine was formidable: 28 pamphlets, 47 leaflets and 18 books were published on its behalf during the war in addition to its journal, The UDC.
